The -1 cost to 1st and 3rd spell is incredibly powerful. I don't the power of bcata's set bonus can be overstated since it means lower spell costs, can couple with other spell cost items, among other things.

There's prolly a better chestplate option, I just chose it for mana and the earth damage%. Spell damage % and elemental damage % basically function the same, so I wouldn't worry about choosing spell damage over elemental damage. (They're calculated at the same time, so theoretically with a monoelemental weapon you'd do the same damage with 39% spell damage as 39% elemental damage. Granted, spell conversion prolly messes with this, but I wouldn't worry about that)

I'd honestly just use morph blue mask + ttide (use dragon's Eye Bracelet if you have it)
No it's not the most optimal build, but it will work, and it will be cheaper than most builds, and you'll outgrow other builds quick...

If you want glassier more damage I can do that. I can also do more damage spellsteal (Also, if you have slow spell cycles, you can use medeis instead of anime in the nhawk build)
