Are Relics Discoveries?

I don't get why they wouldn't be discoveries.

 

Because they reward you in powders or items instead of xp, not to mention they have been around pre-gavel

 

And when you found one of them it's still write ??/30.
It's still looks like a discovery and you earn items.

 

Well relics have a guaranteed item and can be found multiple times as one class while discoveries can only be found once as a specific class so it would be weird that a class is only able to find a powder once

 

I didn't say it was in need to be a discoveries, I said it was already looking like discoveries x)
I was adding examples to what you said ;)
