Based on an image of what I see as cheap in my mind. You can get all of the items excluding t-tide and diamond hydros more or less for free. Soulflare Anima giga are all merchant items with no LE cost, charcoal is a craftmas island item, so it's probably only an LE or 2, and you're gonna need to buy the bow or find one, but that is to be expected. You can always replace the diamond hydros with black catalysts to save even more money. Then you can use prognosticum for the brace. You won't reach max mana with those accessories, but it'll cut it.

 

No I mean, is it tanky or based or melee attack or what
