    Surprise means that the enemy can’t take an action or reaction on it’s first turn in combat.

    You're not starting combat. What you're doing would be a reaction, and you can only set a single action on a reaction. So, you could shoot your bow or cast Hunter's Mark, but not both.

    The holder plants his knife in the boy's neck, killing him instantly, and then dodges your shot.
    Yes, you were. They actually wouldn't have killed the boy (at least, not immediately) if you didn't try to attack.
