I'll also drop my quiver and do a slow 360 degree turn and hold my arms up so the bear knows I have no weapons "See? I'm not planning on hurting you"

This only seems to agitate the bear more. It attempts to charge at you and bite you, but the chains keep it from actually reaching you.

 

I'll get closer to the bear and repeat "I'm not going to hurt you"

Even after I've dropped a shortsword, a longbow, a staff, 5 daggers, a crossbow and my quiver. Wow what an untrusting bear

Not untrusting. More like unintelligent, magical, angry, and insane.
