Announce ability changes after an update to players using them

Just a little QoL suggestion, which came to me after I played with my Shaman after a while of not playing it and I didn't understand why I couldn't cast Blood Sorrow.

When an update containing ability changes is pushed, for the first time a player using said abilities joins after the update, could it be possible to send them a chat message indicating that some of the abilities they are using have been modified, or something?

Just a simple chat message would be good enough.

"One or more abilities used by this account have been modified, check the Ability Tree to get attuned to them!"
