Apparently, something has changed, however, I have no idea when it happened. I couldn't add any more skill points to my Int on my mage, when I first starting adding back in the skill points, after the Gavel update. Now, I've just added two more skill points. Very interesting. Time to go get a skill point reset scroll and try some more experimentation.
