I think giving permanent boosts really depends on how it works, if you can only have one it's essentially another accessory slot so something like 5% would probably be fine, but if you can use mutiple tomes at once I think the buffs will need to be chosen very, very carefully. Imagine you can use a 5% damage buff alongside a +1000 HP tome and +3 agility tome, that would be extremely busted even though no single one would be that bad. I guess we need to wait and see how it works first, but it's probably going to be busted at launch either way.
