So, there is a common theme, that runs through most "judicial" systems. Basically you cannot deem someone guilty, with no proof. They are innocent until proof is found. If I was lying, you would have no proof and therefore I could not be punished. And even if a mod suspects me of lying, I still have proof that I wasn't. Now, if you don't want to participate, don't. Technically madman didn't do anything wrong, and even if he did you have no way of proving him guilty (unless you named every single mob in the game).
