It's because he's written his title in Chinese, so only Chinese people can read it. Unfortunately, Chinese script is almost exactly the same as Japanese Kanji.

He's said hello to a Chinese person because he's assumed that only a Chinese person would be able to read the Chinese in the title. At least, that's what I think he's said it for.
