Ok! Background...I taught myself how to do that :P But if you want a nice shading...make a material, select the texture to gradient, then find the background (Somewhere in a tab) go to the color material again. Hit color select your gradient then on shading or something like that, change to circular wha-la!
The second layer is quite simple, but you need HyperRig Ultimate to do it. First, DO NOT SELECT THE PREMADE BODY+HEAD. Second, select a body of choice. Don't move the body, just leave it be. Then, select a head of your choice. Expand the HyperRig Ultimate rig, [Press the little + sign] Then drag the head under the catergory labeled head.
Next, open the second layer files and select the Extruded Second Layer one. Drag it under the HyperRig head category, same step as last step. Upload skin to both body and head. For the head texture, it is on the left eye/eyebrow/mouth adjuster, a long diamond shaped thing. Click that, add texture, voila.
Oh. I always select premade body because...I do requests and I have to do alot...no time for that complicated stuff like that, unless it's like a celebration or for a test/event/etc.

I guess you could try using TileMaker. I'm not too sure about what it does, but from a quick scan, I perceived, it says you can make your own terrainExt.png file.
