Good question... Anything that gives an advantage over other players by changing a feature of the game (a hack) is bannable. In the case of a scuba hack, it really only gives an advantage at low levels - once you've got past about Lv 15-20, it becomes difficult, or even impossible to die from drowning. It would still be classed as a hack though, and so isn't allowed...

Well I'm not even sure if there is a hack by that name cause I just made it up... Heh

I'm sure there are mods that prevent drowning, although it's been a while since I've seen one...
