It's a lower-level mythic and has stats to match. It isn't as good at endgame as a result.

whereas https://hppeng-wynn.github.io/builder#7_0u30s20kT0Bn0Jf02C0ZR0uc0QL0U0t-l220+1L000010066Ozz++++-zsEJ3RV1 is a build that does use it - indeed, it is more powerful, but by a small margin, since the HP is the only thing that is higher, and the life sustain is indeed lower on this build (even given a perfect lifesteal Apocalypse).
