This is the problem. People try to solve this by either using english literature or by rules of science. The problem with literature is that there are many definitions as to what constitutes what is wet and what is not wet, and in fact they are used interchangeably. Water can be BOTH wet or not wet by the english language.
Here is an example: You spill water on the counter. The counter is wet. Are we saying the water is wet? No we are not. We are saying that the counter is wet because a liquid (water) has adhered to its dry surface surface. We use the term "wet" to describe our experience with water. When we become in contact with water, we get wet. The water itself is not wet, but in its properties has the ability to wet things.
The english language provides many definitions for every word which are often mixed. There are technically definitions that would validate both answers, however it depends on the context. In terms of science, water is not wet.
If you try to combat this problem purely with the english language, you will find answers that validate both, which really does not give a conclusion. This is why we apply principles of science.
wet means being in contact with liquid water, therefore unless you have a single molecule of H2O (which literally never happens so its entirely irrelevant), water is wet. its not that complicated. language on the other hand doesnt matter because its just a way to describe experiences and such, so science is really the only thing that matters here
The argument that the other water molecules are touching the other water molecules are invalid. The properties of wet and dry do not apply to water.
However, this is the main fact. In order for something to be wet, water, or any liquid, has to adhere to the surface of a solid. Lets pretend that it can adhere to any surface though.
Water molecules don't actually interact much, and don't adhere to each other. They roll around each other like little spheres, hence why liquid can take the shape of any container.
