Well without a team it would clearly be impossible to finish it, but since Undertale had a huge impact on the gaming community, he's going to choose people that kind of work like him. However, I think that the most important thing is the spirit of the game, the mood, not the actual gameplay mechanics, and everyone in the team might not fully agree on the exact same things
