For positive ID ranges, set a base value. Multiply it by 1.3 to get the maximum, and by 0.3 to get the minimum. If the value turns out to be a decimal, then decimals 0.1 to 0.4 get shortered (eg: 18.4 would become 18), and decimals 0.5 to 0.9 get moved over to the higher number (eg: 19.5 turns into 20).
For negative ID ranges, select a base value. Multiply it by 1.3 to get the min value, and multiply it by 0.7 to get the max value. Same rules as positive ranges apply: decimals 0.1 to 0.4 get lowered, and decimals 0.5 to 0.9 get moved upwards.
