I think you need to write down the entire quest that what was the comment said

You needed to write the purpose, the starting dialogue, the stages and the rewards. I did everything, including the mobs.

You don't have to write out the entire quest, but if you do it seems to give you a higher chance to pass (but even then, it's very unlikely unless you have a really good quest design/story).
