How can you even "add" lag if it's simply a byproduct of a server running? And how will you create lag when <500 players are on?

double xp + double loot + party bombs 24/7

You wish you had control over that, but you can't just make those three things completely constant. Plus, those cost a lot of money just to do a hour's worth of that...

Make some CMD to make a clock with this command: /execute @e ~ ~ ~ /summon item ~ ~0 ~ {Item:{id:"minecraft:potato",Count:64b}}

It's that easy to make lag. Or crash the server.
