however, the "those seeking to change their sexual behavior” part was in the context of HIV/AIDS prevention, as well as prevention of risky behaviors that lead to HIV/AIDS (you know, bugcatching and shit).

Those risky behaviors are most likely not due to people "being gay". This is most likely caused by increased sexual activity in general because of humanity's inner resentment to restriction and a huge stigma towards gay marraige, leading to much less lasting relationships.

once again, the "change their sexual behavior" part was for HIV/AIDS prevention, did not mention, and probably never meant, gay people.

I never said that Pence overtly said it, it's just that Mike Pence (with his comically supervillainous record) probably meant "homosexuality" when he said "sexual behavior". There's no reason to be vague if you're talking about aids. Hell, that'd be a good thing to point out. "I want to stop aids!" sounds better than "I want to stop gays!".
