I don't really think so- the purpose of a democracy is for people to be ABLE to express their opinions. If they feel they have a moral obligation not to vote (which frankly I think is stupid, but it's still their opinion) then forcing people to vote is akin to making them vote for a candidate they do not want.
Or at least have their be fines/other repercussions for refusing to vote? Because places like Greece fine those who don't, and other countries do similar things.
Requiring people to vote is not a good idea. People can choose not to vote if they want to, and forcing them to do so against their will sounds slightly tyrannical.
