    Have you killed the Crazy Elf that spawns around? That mob drops a sickle which is required to move the hay bales.

    Yea, I have the Sickle it just doesn't push the blocks

    Well for me on server 26 it works perfectly fine. Did you get the sickle and the change the server? If so you need to kill the Crazy Farmer again because there are issues with the NBT tags if you switch to another server.
