Honestly, I think Banette is spookier. From a few different Pokedex entries, its basic story is that a kid threw away an old doll, and this made the doll so angry that it transformed into a Pokémon fueled by hatred, with the sole purpose of hunting down the kid who abandoned it. Also, if it opens its zipper-mouth, all of its energy escapes in the form of pure hatred.
