    Warrior charge spell or mob charge are coded by Java.
    Its kinda impossible with command blocks.

    Also I have a GREAT way of making charge: all you need is to teleport a mob to a moving arrow

    Maybe try teleporting the mob high enough so it wouldn't get hit by the arrow?
