But I might be wrong.

I already know that all of the GM's look at the applications. but what I am asking is: does Salted himself look at them. and Grian doesn't he is the head builder, not head Game master

Actually, I believe that Grian is head of the Content team, which is builders AND GMs, so yes, actually, I believe he does.
Salted works on game mechanics.
Grian and the GMs/Builders work on the content, such as quests, items, and builds.
