Are you trying to make your forum account VIP? Because your profile says that your IGN is BalistcBakstabr already.

i am vip i just can do /forum Sam Owen but it doesn't work

Have you tried hovering over your acc on top right then clickking 'personal details' and seeing if you entered your mcname correctly?

how will i know whether it is linked or not are there any perks to it being linked or no?

I don'y believe there are any perks, apart from when buying vip, you getting a vip tag

Try refreshing mc, or closing and re-opening, the server seems to be working fine for me
