Make housing island potion merchant sell lower-level potions

    Due to spaghetti code, there's a limit to how many levels of potion a potion merchant can sell.

    Maybe then in the NPC menu, we could have multiple "tiers" of potion merchant? (ie. Tier I: lv. 1-20, Tier II: lv. 25-40, etc.)
