Should the shops be moved from the top to the bottom level?

Back during the festival of the bonfire, I went back to Pirate Town for the first time in ages, and it was memorable... for the wrong reasons. Unlike most towns, there's no obvious town square where most/all the shops are or an extremely clear path (ignoring the signs) to follow, and instead they're just kind of scattered on the top level. The signage is good, but it prioritizes the powder master over the bank, blacksmith, or item identifier for some reason, and its not ideal from an aesthetic standpoint. I feel a lot of this could be solved by moving the shops down to the bottom level, and putting them in a (obviously curving) row.
