After completing all secret discoveries, quests, and caves, I still had to grind 30m xp to get to lvl 119. This is abnormal - most of Fruma's content requires very little grinding, which is great. I think there are some pretty good ways to make more level 118 content to both add to the lore and make Fruma a little more enjoyable.

    1) Secret Discoveries
Most regions with secret discoveries have an Ultimate Discovery, the only exception besides Fruma being Corkus (which I think definitely could use more secret discoveries as well). I think adding two secret discoveries to Aelumia's Citadel, one level 118 and one level 119, would be a good idea.
The level 118 secret discovery could focus on Tasim. We really don't see much of his turn to the dark side, and I think a secret discovery set in Tasim's office or something could be a great way to reveal some more lore about how Tasim became so convinced to join the Queen. There are still a couple of unused buildings in the Citadel for this purpose.
The level 119 ultimate discovery could focus on Fruma before the Queen took over. Maybe the land existed, and it was just uninhabited. Maybe it was just void. Maybe what Majin says, about the Queen creating Fruma because of the War of the Realms, is a lie, and there were intelligent beings that the Queen exterminated. It's possible to do a lot with this, and I think it would be a great ultimate discovery to cap off the Fruma lore.

    2) Caves
There are six level 119 caves, two of which (Liftal Castle & Glacier Tunnels) are in the Highlands, and only one cave for level 118. Demoting the caves in the Highlands down to level 118 would allow for more xp to be gained there. To replace the level 119 xp, there are a number of possibilities. Demote the level 120 caves down to level 119, add the secret discoveries mentioned earlier, etc.

    3) Throwaway quest
Add smth fun north of Hyloch, maybe going into the mountains to fetch something, or some event is happening in the lake and you need to do some minigames, or unlock a fast travel, to Ragni through the mountain at -966, -1575 or maybe even to Lutho (potential lore with the Queen and Dern??). Maybe not that long, not that much xp, but just another fun thing to do. The whole section North of Hyloch feels undercovered compared to the very dense content in the rest of Fruma.

Thing is, we already know quite a bit about Fruman before ethe arrival of the Queen (On hierarchy, the Runic Deities, Takahsthel)

Also, very confused about your assertion that Fruma required very little grinding. I needed like, half an hour of bat cave each level after doing all content.

It didn't feel like too much to me with doing world events and such, but I def had to do some bat cave every now and then.

I didn't know that we know a lot about Fruma beforehand; maybe the discovery can be something like Orphion and/or Dern interacting with the Queen somehwo?

You do realize that there's an upcoming update that's going to add more side quests, secret discoveries, and the wastelands region to Fruma, right?
