Hear me out: I think that stats with an "over 3 seconds" effect should instead just display as "per second" because it communicates a better idea of how effective they are in all combat, as there are many cases in combat (especially with certain classes and archetypes) where the 3 seconds is constantly being refreshed thus making the stat's "over 3 seconds" not as useful to many players. This would affect Life Steal, Mana Steal, and Poison. It would also be nice to give each of these effects a visible duration on the mobs affected.

... but stuff like health regen or mana regen do not trigger every second, they trigger every 3 or 5 seconds.

It's not for those, it's for life steal, mana steal, and poison.

Those trigger over the span of three seconds though. 300/3s is a lot more telling than 100/s, because it also gives the duration that the effect is active for. This is mostly for poison, since poison is traditionally a DoT effect and knowing the duration matters as much as the DPS, but is still relevant for the others since they continue giving you stats after you stop hitting. If you get one hit with a 300/3s lifesteal weapon, you'll still get the 300 health over the course of 3 seconds, the same as if you hit several times.
