Pirates Trove taking you to Gavel

I know many have suggested a main quest that takes you to gavel, with the king sending you or the decay coming to wynn or a midgame raid, and I see the flaws in all those. However, there is still an issue where a theoretical player, who lives in the game, with no access to the map or wiki, you would never know to get to gavel. So how about this.
Instead of going to gavel of your own accord, there is a level 39 quest where you meet Damiral on the nemract dock and he tells you the exact same stuff about a pirates treasure, and says something like, "i have come to this town from across the sea to find someone willing to help me find it, so talk to the seaskipper and ask him to take you to Llevigar."
Then you go, and meet him on the exact same place on the dock, he gives you the first riddle, and the quest proceeds entirely as normal, but now at the end you are in this new place, and start to explore it and now you can do the other quests.
(Then you start clearing the camps and immediately ragequit cause of how bad that quest is but thats unrelated)
That is how you get the player to gavel without telling them "Hey go to gavel" because otherwise they could basically stay in wynn until at least level 68 with ToL without ever realising they should leave. There might be problems with my idea, and you can critique it, but i think its a minor change that could really help introduce someone to Gavel.

Every time someone has suggested a quest from wynn to gavel someone (usually you) has shot it down. Usually it is an idea that doesn't work with lore, or questlocks gavel. I AM SUGGESTING AN ALTERNATIVE WHERE THAT DOES NOT HAPPEN!!! The reason people seem to think your responses are toxic is because it seems like you dont read the post. I meantioned the decay coming to wynn as something that COULDNT work, whereas MY idea, that is optional, has no lore implications, and is an incredibly minor change, seems to work a lot better!
