Game Design Time Dilation should not reset instantly

Whenever you stop sprinting, Time Dilation resets completely. This makes it very annoying when you accidently stop sprinting and lose all of your walk speed bonus. I propose that Time Dilation's buff should decay at a reasonable pace instead of resetting instantaneously. This change would make the QoL of Riftwalker better, and also allow more room for unique builds and items, like Ornithopter.
