    This should be easy to implement. Why? Well, its already been implemented for regular guild bank, so all that is needed is a ctrl-c, ctrl-v and some edits.

    What will this do?
    This will not guarantee the extinction of robbers, but it will make robbery much, much, much more infrequent. This is because only the owner can appoint access to the bank instead of 10 chiefs and the owner.
