Here's an example of a town with special NPCs like new jofash that I felt like making

    (Old NPC)
Olivin stands near the fountain at the middle of Selchar and looks around while holding a book in his hand

    Olivin: Ah! Mo'in, adventurer!
Olivin: Have you ever heard of Corkus? Some call it the "bird island"
Olivin: Honestly, they should call it the machine island. We make a lot of machines.
Olivin: Corkus is the 4th province, but we need more recognition. We're looking for someone who can help us with that.
Olivin: If you ever meet someone who's level 83, tell them to visit me.

Olivin: Mo'in! My name is Olivin.
Olivin: Does my appearance intrigue you?
Olivin: I'm not from around here. In fact I am from Corkus.
Olivin: It's an independent island to the west. In fact.. If you want to go...
Olivin: We're looking for Wynn representatives. We could do with your help. Want to come?

    Olivin: Great! Follow me!
Olivin would walk towards the CSS Wavebreaker with the player
    Olivin: Just hop aboard!
C.S.S Wavebreaker Captain: Ah, Olivin! You finally got someone who wants to come to Corkus?
Olivin: Yep! Enjoy your ride, traveller!
Olivin: Oh... Alright.. If you ever change your mind, just come to me.

    Olivin: Mo'in! How was Corkus?
Olivin: Magical I assume. Maybe even electromagical.

    (Old NPC)
The Wavebreaker Captain can be seen waiting, falling asleep, and shaking himself awake

    His dialogue is the same.

    (Old NPC)
Neny walks around near the docs and looks out at the ocean

    Neny: Oh, hello traveller!
Neny: Where have you come from? Wynn?
Neny: You can feel free to ask me any questions about the area.

Neny: I'm Neny, a regular local here on Selchar
Neny: I help the fishermen sometimes, but I also like to help travellers who arrive from all over the place. It's fun to hear their stories!

Neny: This is Selchar, the heart of the sea. It's a hub for travellers everywhere to come to on their way across the vast ocean.
Neny: Our locals are usually fishermen or something of the sort.
Neny: There's a huge coral reef to the east, filled with lots of valuable corals. Go there if you want.

Neny: Oh, of course I do!
Neny: Visit our bar and get a drink.. well.. if you're old enough, that is.
Neny: If you're interested in history, you can visit our old sandglass tower and ask the Timekeeper for some information. I'm sure he'll be happy to tell you some things.
Neny: One more recommendation; do not go northeast to Skiens Island. It's not safe there.

Neny: From the amount of people I talk to as they sail in, I have hundreds of stories. I'll tell you the most relevant one, though.
Neny: Far west of here, past Pirate Cove, there's an island known as the bird island. It's actually called Corkus.
Neny: Some strange goggled people have been coming here lately and telling everyone how great it is.
Neny: I don't know if it's as great as they say though. One guy I talked to last year... I believe his name was Herbert?
Neny: He said something about some kind of "robot war" going on over there or something. I don't know how trustworthy he was though, he seemed a little bit drunk.
Neny: Go there if you want, but I would be wary of these weird "robot" things if I were you.

    Neny: Enjoy your stay!

    (New NPC)
The Selchar scuba diver stands next to the Treasure Merchant and looks at a piece of coral in his hand

    Selchar Scuba Diver: Hello, adventurer.
Selchar Scuba Diver: Did you know that there's a massive coral reef just east of here?
Selchar Scuba Diver: The guy behind me buys stuff from there. It's a good way of making money. Try it if you want.

    (New NPC, replaces passive mob)
The Timekeeper stands in the Selchar hourglass tower and analyses his books.

Timekeeper: Ah! Hello there, traveller! What brings you to my tower?

Timekeeper: Not a lot of people know this, but this tower is a mark of our partnership with Detlas!
Timekeeper: We're sister cities, you see. This used to be more obvious.
Timekeeper: If you go to Detlas, you'll see a similar hourglass. They serve absolutely zero purpose for telling the time, but they're a nice landmark and symbol of our alliance!

    Timekeeper: Ah, of course!
Timekeeper: Selchar was founded in 902 AP, shortly after Maltic was founded.
Timekeeper: The discovery of Gavel prompted more people to begin exploring the sea. Previously, it had only been pirates and fishermen.
Timekeeper: Pirates had known of Selchar's existence for years at that point, but had been unable to do anything there due to the proximity of Skien Island.
Timekeeper: When Maltic was found by Ragni guards, news of the province of Gavel spread all over Wynn, and reached a man in Detlas named Luke Aegis.
Timekeeper: Luke was a local cartographer and decided to make a complete map of the ocean for all to use. After many months of hard work, he was satisfied with his end result.
Timekeeper: He took a look at his map and realised that Selchar was in the exact middle, so he decided to make a town there. After all, the old hub for sailors, Sarnfic, had sunken to the bottom of the ocean a decade ago.
Timekeeper: Once he was done, he opened it up for all to use and declared it a sister city of his hometown, Detlas.
Timekeeper: He eventually had 1 son. His son is now a high-ranking member of Wynn's armies.

    Timekeeper: Skiens island, eh?
Timekeeper: Before I tell you its story, I just want to warn you to stay away from that hellhole.
Timekeeper: That island is beyond saving.
Timekeeper: Skien was the leader of Troms' army in the mid-late 800s
Timekeeper: One day, a massive siege of Troms happened.
Timekeeper: During the fight, one of Skien's best soldiers and friends, Sotqin, was killed and corrupted. He betrayed Skien, nearly killing him, but Skien defeated him in the end.
Timekeeper: Skien was incredibly wounded from his battle and was unable to continue defending the city. As a result, Troms was almost totally destroyed.
Timekeeper: All the blame was put on Skien, and he was exiled to Skiens Island and stripped of his rank.
Timekeeper: I don't know what on earth happened after that, though. Something must have happened, because the island is corrupted now.
Timekeeper: We may never know, because nobody's going there to find out any time soon.

Timekeeper: If you have any questions about local history, just ask me!

(New NPC, based on removed NPC)
Lil will stand outside the hourglass and admire it

Lil: Oh, hi! Do you need anything?

Lil: I'm Lil, a regular unemployed civilian. I don't know why you're so interested in talking to me.
Lil: I moved here from Detlas recently. I like the hourglass in both towns.

Lil: Yeah! the hourglass! I love that thing!
Lil: Apparently it's there because selchar is a sister city of detlas or something like that I don't know but I..
Lil is hypnotised by the hourglass. Best to leave him be.

    (New NPC)
Billy will stand in his bar (a reworked potion shop) and clean cups like the Nemract bartender during Misadventure on the Sea

Bartender Billy: Hello there! Welcome to Selchar Bar. What can I get ya?

Bartender Billy: My name is Billy. I've been sellin' cold drinks to sailors for decades now.
Bartender Billy: Other than that, I'm just an ordinary bartender. Nothing beyond that!

Bartender Billy: Yes! We sell drinks here. We also sell potions, but they're not as good.
Bartender Billy: We're out of stock on Jofash Rum and Ahmsord absinthe at the moment.
Bartender Billy: Doesn't really matter though, Jofash rum is just a nice alternative to Nemract whiskey and Ahmsord absinthe is disgusting.
Bartender Billy: Might also stock something from Corkus soon. Would attract a lot of those goggled lunatics, I'm sure.

Bartender Billy: Ah, of course. One nemract whiskey, coming right up!

Bartender Billy: Selchar Beer eh... It's our own drink, not as popular as Nemract Whiskey of course, but I'm glad you want to try some.

(Note: Since Selchar Beer doesn't exist in game unlike Llevigar Pinot and Nemract Whiskey, I made my own concept for it based on the frozen orchids from the Festival of the Blizzard)
    upload_2022-7-28_21-4-40.png

Bartender Billy: Ah! Llevigar Pinot! Drink this at sunrise and you'll restore an additional Soul Point! Enjoy!

Bartender Billy: Sorry, kid. I can't sell to ya until you're level 21. That's the legal requirement, rules are rules.
Bartender Billy: You can talk to my colleague here, though. He'll sell yer some potions, which are legal for someone of your level.

    (Old NPC, renamed and reskinned)
The retired miner would stand on a cliff and face northwards, watching thoughtfully.

Retired Miner: North of here is Maro Peaks, the place I used to work at.
Retired Miner: It shut down a few years ago. Now all that remains are insane cultists and sheep.
Retired Miner: Uh, why are you talking to me?

    (Old NPC, renamed)
Sodette stands and stares at skiens island, admiring the view

Sodette: Do you see that island over there?
Sodette: No? You're short-sighted? Fair enough.
Sodette: Well, I'll tell you what a lot of people on this island would probably tell you about it.
Sodette: Do not go there. Ever.
Sodette: The castle may look nice from here, but step foot on that island and you'll be swarmed by an army of skeletons.
Sodette: Ships that sail by get blown to smithereens. It's not worth the risk.
Sodette: If you wish to learn more about this island, go speak to the Timekeeper. He's in the big hourglass tower.
Sodette: Now, if you'll excuse me, I'll get back to admiring this view.

    (Old NPC, renamed)
Ronald walks around near the fountain and occasionally looks off to to the east

    Ronald: Hey, traveller!
Ronald: Have you ever been to Mage Island? It's just east of here, slightly south.
Ronald: We don't know what goes on over there. Sometimes we see weird things on the horizon.
Ronald: That could be from Durum Island though. Haha! As if...
Ronald: Anyway, I've heard there's some secret wizard school or something going on over there.
Ronald: Really weird place. Check it out if you want.

    (Old NPC, renamed)
Edward stands outside the bank and sometimes walks off to go and watch the west horizon.

Edward: West of here, there's a place called Pirate Cove.
Edward: People say it's a hub for the most feared pirates on the sea, but people who've been there claim they're quite nice.
Edward: As long as you don't go there wearing golden accessories or get into any fights, you should be alright. They also have good drinks there.
Edward: It's also near that weird Galleons Graveyard place. I swear, that place is like a magnet for shipwrecks. Even the Seaskipper Captain crashed there once!

    (Old NPC)
Tom stands near his house like before, but also has some nice idle animations to make him feel more alive.

    Tom: Oh! My old friend!
Tom: Oh, wait. I don't know you yet. Uhh.. Come back and see me when you're level 30

    Tom: Oh! My old friend!
Tom: Gosh, for the past 30 years you haven't aged a day.. how weird..

you could also add a special line when you select "yes" after previously declining, something like "So you decided to come?"

Maybe add a dialogue for when you are below level 21 (i.e. underage)?

I really like it, it adds a lot of worldbuilding, though not as much in terms of lore which is fine. As Crepel said, we need more of this.
