A new EI helm

So this post was the original idea(ty to the OP for making the suggestion), however I think I have a substitute for centipede for Explosive impact.
OUTRAGE:
Basically the better and higher lvl of scarlet veil. It also fits the theme, outrage is a melee dps helm with -ele attack but high main attack % dmg. Its lore states u cant see thru it but it makes you truly angry. I feel like explosive impact on here would be neat. However to keep it balanced i suggest it also getting -30 to -10% exploding. I believe we need a new helm for explosive impact as its such a cool MID, but its only available on 1 helm thats pretty much hated due to how it gets used in builds. Anyways thats the post
