World Make Tome Primary Ids Static

    Primary IDs being rollable has bewildered many people, myself included. People I’ve talked to who don’t know the primary IDs are rollable overwhelmingly assume that they aren’t rollable because of how they look on the tooltip and because of the presence of secondary IDs. Tomes having the roll range of 0.3-1.3 was obviously known to be a problem since they roll from 0.85-1.15 instead, but why not just make them static at this point? Just seems kinda silly to have them not be.
