Basic timeline to go with my suggestion:

An uprising occurs against the Fruman regime when corruption also breaks out in Wynn, approx 0 AP.

Fruma closes its borders to deal with the internal threat and not have to worry about the corrupted alongside those.

Somewhere at around 800 - 900 AP, the civil war ends and from that point on, captured rebels are all brainwashed in the big prison, before being sent to Wynn either to replace the dead civilian population or as fodder (recruits) to replenish Wynn's army alongside supplies. This is also when some of the rebels manage to flee to Corkus instead.

Wynn didn’t question these recruit’s rampant amnesia as they were desperate for manpower and supplies.

After them, for the next 200 years, future Fruman dissenters to the regime are also captured, brainwashed, and sent to Wynn. Thus, Fruma gets rid of unwanted citizens, and Wynn gets more manpower.

1000 AP: The player does something rebellious or to dissent and becomes part of the next batch of brainwashed recruits, intended to be fodder.

Fortunately, we become a powerful warrior of great prestige instead.

Suggestion for the possible Fruma main quest:

This would be a series of quests for the main storyline, likely very high level.

Fruma 1 - Locking the past inside.

Dr. Picard needs us to return to Fruma so that he can investigate it further, he sends us out to get some kind of artifact/technology that would prevent us from losing our memory, and this is what this first quest centers around. We have to go to someplace in Corkus to find it.

Fruma 2 - Returning to the past.

We have to sneak into Fruma illegally, and thus need to find notes from the original Corkus humans to get hints about where they crossed from Fruma into Corkus, so we can undertake the path in reverse.

    Fruma 3 - Forging a past.

Once in Fruma, we get into some trouble and are brought before the Queen. We manage to negotiate for our release by pledging allegiance and doing some work (involving killing bosses, obviously) to enforce stability and peace within her borders. This would be the longest quest. We also see the oppression of people firsthand during this quest.

Fruma 4 - Discovering the past.

We prepare a heist to steal documents in the Queen’s palace, so that we can find out more about Fruma’s past, before we were sent to Wynn. This is where we uncover the civil war and why it broke out, as well as the names of some major dissenters that were sent to Wynn… including our own.

Fruma 5 - Giving back the past.

We must sneak back out of Fruma through the path to Corkus to report to Dr. Picard, but we get in a bit of a pickle, and end up bringing several other Frumans with us so that they can escape the oppressive regime, unfortunately, the path to Corkus has been discovered and a large detachment of Fruman guards is now investigating it when we arrive. To finish this final quest, the player must give all the quest items gained from the other four quests to Dr. Picard.

Fruma 6 - Searching for the future.

Dr. Picard is shocked and gets in contact with some old friends of his. They task the player, if he chooses to accept, with putting a team together to remove the Fruman monarchy covertly so as to avoid a full scale war and to restore prosperity to Fruma. The player must then travel across all of the provinces to find the names on the list of dissenters they found, before then culminating in a raid bossfight, and completing our mission.

Past this quest, Fruma gets a new monarch and the player can now legally travel through, etc.

In the Province itself there could also be side-quests involving doing favours for NPCs, as well as perhaps a secondary storyline about investigating possible corruption somewhere in Fruma and defeating it, etc.

fruma quests in a nutshell: pastpastpastpastpastpastpastpast
    future

tbh i find these quests more likely:

Might of the Monarchy part 1 (or some other name idk) (Level 105)
Tasim has become curious about your past and has decided to attempt to re-enter Fruma

Might of the Monarchy part 2 (Level 106)
Now that you're in fruma with Tasim, you explore while the Queen sends royal guards to stop you. Throughout this, Tasim questions how he forgot all of it because of how spectacular it is. You have to fight a really powerful knight at the end.

Might of the Monarchy part 3 (Level 107)
You and Tasim finally figure out the truth and that the Queen needs to be stopped. You head for the castle and deal with several obstacles. The castle itself is either a dungeon or a raid.

Insanity of the brothers (Level 106, requires completion of Mushroom man, Cluck cluck and probably ???)
Sohso, who is canonically in Fruma, needs your help to find a way to stop his brothers from being crazy.

    There would probably be more

As for the player being in the documents, there's a possibility that we aren't even from Fruma since the memory orb blows up in our face when we try to use it. My favourite theory about this is that we are actually Bob's true reincarnation and that we were created by Nilrem. I highly doubt this one though, it has little evidence.

All this is complete nonsense because there is no war inside Fruma's walls

I dont think they should release fruma, because then we'd know exactly what is happening there as omniscient players. However, since Fruma isn't released, we are completely naive about what is going on there, and I think it should stay that way with the whole amnesia thing.

I’ve always seen it as the player was genetically engineered in a lab in Fruma, then immediately shipped off to Wynn, and that’s why they have no memories.

The mobs around the door are that level; however, that level-zone in the game doesn't need much adding to. It's possible that the first quest or two will be level 60ish, but it'll probably be mainly high level content (103+)
