[housing] Add Region Music & House Jukebox

    Simple suggestion to add the music for the region to housing as well as allow VIP+/Hero to set music for their home or buy a jukebox block. Right now the music will not continue playing if you stay in your house. Why add this? For atmosphere and fun, really.

    How to use: Buy jukebox block and place+right-click or do /housing jukebox to open menu. Then select what music you want, or even create a playlist, will play on repeat.

    Yes please. Having a house themed around a certain area on the map really doesn't feel right without the music. It just feels too... vanilla, i guess is the word

    Since normal jukebox is ranked feature too, it wouldn't make sense
