According to what I know, people sent from Fruma are meant to be recruits to fight the corruption.
However, in the quest Recover the past, Caid is a sailor, and Edwin is a farmer. Only Reynauld fits the storyline.

To fix this nonsense, here is my suggestion. We should either

    1) make them retired soldiers who got heavily injured and disabled, so they got other jobs.(This means changing their skins and adding some dialogues about why they are retired.)

    or

    2) make them soldiers and change their part of the quest.

In my opinion, the first one would be a better option. It won't take a lot of effort, and won't change the quest a lot.

If you have a better idea, vote yes and tell us!

Have you done Recover the Past? That shows that the people of Fruma were just normal people sent away to Wynn as a punishment because of the ridiculously tight laws. It also has a reference to 'There is no war in Ba Sing Se", Ba Sing Se being a similar situation to what Fruma appears to be. That would also explain why the player, being another of those people who used to live relatively normal lives in Fruma, starts out at combat level one, because said player would have had no experience fighting, being another reason why that punishment of getting your mind wiped and sent to a land with a ridiculous war. This amnesia could be another explanation why the Fruman recruits are at level 0 at the start in all skills.

no because CAID is CAID and changing him could remove his CAID abilities, but I'm not a CAID expert so I'm not sure

Those people from Fruma were normal people sent away to Wynn as soldiers to aid the war. They got conscripted as a punishment.

"Fruma, weary of the fact they boarded up an abandoned province of warriors, reopened their borders to offer their support in the form of fresh recruits." - Llevigar's Library, Chapter II
This confirms the fact that Caid and Edwin are meant to be recruits.

Also, things like combat levels you said are gameplaywise, not lorewise. Saying that is same as wondering why there are key collector villagers in dungeons. Levels don't matter in terms of lore.

In the lore it's said that Fruma also helps repopulate the city's when the residents are killed, so Caid and Edwin could be people sent to repopulate a city.

how did i miss this lol
This description surely proves. Maybe I was't fully aware of all the lores.
However, this is just a wiki description, so this might not be canon. Therefore, I brought more reliable description from Llevigar Library.

"The population gain from Fruma made up for the huge loss of life during the conflicts." - Llevigar's Library, Chapter II

Ffs how did i miss this description??This is Chapter II i quoted earlier.
Alright i was totally wrong. Thank you for letting me understand. Mods may close this thread now.
