Phoenix Princes Crown And Necklace Of 1000 Storms

The Phoenix Princes Crown is a legendary item that is found after killing the phoenix prince in the discord "lost avos city". Killing the phoenix prince can be hard for certain players, now from what I have seen most items dropped from bosses like him are now fabled. But getting to the boss is semi hard since the discoveries entrance is a tricky one too get to, necklace of 1000 storms however is a relatively easy discovery with a fabled necklace at the end. So why not make Pheonix Princes crown fabled or make necklace of 1000 storms legendary again?

basically what I am trying to ask is should the phoenix princes crown be fabled?

 

It makes sense that the necklace of 1000 storms is fabled, but I do agree that the crown should be fabled too.

 

If it was fabled, it would get a buff, right? It's already perfectly balanced to be competitive with cancer in hpr stacking, and giving it better stats might tip the scales towards ppcrown.

It does make sense thematically though.
