Untradable items should:

  1. Be put into penalty box for some time depending on various factors.

Right now hunted mode is mostly people running in untradable items because they aren't risking anything then.
There should be some kind of limit of untradable items. For example a penalty box - there could be a mini bank-like thing opened with /pbox .
It would work in a way that if you die with Untradable item, instead of dropping like normal stuff they would be put in penalty box with a timer (for example 24 hours) on them. Getting items back would be possible only after the said timer will end. So far this seems to be the fairest way of putting a limit to untradable items in hunted mode since losing Hive / LI items isn't a nice thing.

I don’t think it should necessarily be a penalty box but I do agree this is a problem...

I think its an issue with the game mode.
People running around in untradeable armor kind of shows off the issue, there's to much risk.

If this becomes a thing, then people would play it once every 24 hours, or have multiple picese of untradeable gear. They aren't going to switch over to normal gear.

Just like the odd and even license plate law
Where you can only use odd number plate on odd day and even number plate on even day,
It ended with ppl owning two cars

I don't see the problem people gathering multiple untradables to change them when they lose previous untradables. They have to invest time to prepare for that and get more of them. It's the idea that you can permamently use the same item over and over again without ANY risk that's bad not that people can use multiple untradable items, they can get multiple legendary items since they cost close to nothing now as well. If someone wanted to change hive chestplate 3 times in one day I would say go ahead.
    ________________________________
The point isn't that they were supposed to switch to normal gear. The point is that there should be ANYTHING to risk while in hunted. I don't see a problem with multiple untradable pieces at all. After dying and dying they would all be in penalty box.
Also for example I can guarantee people doing profs wouldn't abandon hunted for 24 hours just because of that.

How about this: For every untradable item you wear, you are exponentially more likely to drop every other item you have. That way unless someone fills their inventory with nothing but mythics and untradables there would be an incentive to not use them.

How about making the items (BOTH untradable and mythics) shattering upon death, and it cost a set amount of money each time to repair it. The shattered items will remain on your armor/accessory slot, but act as if they don't exist at all by giving them a "shattering bonus" (like hive same tiers and ornate shadow set bonus) that removes their original base id. Also removes their base health and base elemental defence. not sure about base damage for weapons tho... maybe make them act like the default weapon when you punch?

NOTE: prices will NOT increase per fix unlike identifying.
Unique/Set untradable/quest: 1 eb (not sure if these still exist or not)
    Rare untradable/quest: 4 eb
    Legendary untradable/quest: 16 eb
    Fabled untradable/quest: 1 le
Mythics: 4 le (but like you will ever die with a mythic am I right? oh well warchief exists)

That way this can be a punishment for using untradable items when in hunted mode and also be a money drain for all those who try this.
Totally didn't rip this idea out from Monumenta where this kind of shattering punishment is pretty well developed and admired...

    EDIT:
on second thought maybe also multiply them by their base level requirement divided by 100
    i.e. shattering hive master = 16 eb * 100(lvl requirement) / 100 = 16 eb
    i.e. shattering ornate shadow = 1 le * 103(lvl requirement) /100 = 1.03 le = 1 le 1 eb 59 em
    i.e. shattering pure (mythic) = 4 le * 65 (lvl requirement) / 100 = 2.6 le = 2 le 38 eb 26 em

    2nd edit:
normal untradable items cost 1 stx of le since these are your glitched items like saltest and saltest2 or they can be obtained more than once in their respective quest areas with ease.
normal quest items cost 16 em to repair.

    3rd edit:
this can also be paired up with the punishment box idea, so you can either wait 24 hours, or fix them like a real gamer.

Many players would just have one hunted class where they play hunted mode until they die and then play on other classes while waiting for the time to cool down or they would just stop playing hunted mode for fun (= every other reason then leveling professions/combat) because it becomes too expansive. This would result in even less players playing hunted mode... And it would be eben harder to find someone to fight with.

There are hardly any players actively playing hunted for fun. There are some people who will turn on hunted mode to kill like 1-2 people (who are obviously in untradable so It doesn't matter at all) and then leave hunted because it is completely pointless.
I think you may have little expierence with hunted gamemode to be honest. Finding anyone in hunted is close to impossible (outside of prof parties where there are plenty) so I got to explain some things.
The fights look in a way that:
    > someone gets ambushed and insta killed because everyone is wearing super glassy untradable armors ( propably agil/mana regen build or cosmic set)
    > that's literally all
I don't think you can call that a fight.
