World Ability To /ignore Shouts

Apologies if this comes off as a bit rude, but people just seem to be using shouts to have casual conversations far more often than giving out important information. It's honestly rather annoying to have pop up on your screen whilst trying to read through quest dialogue or pm with a friend.

An option to ignore shouts would be rather useful for those who don't want to see casual conversations carried out through shouts.

 

I find it annoying when people just spam shouts with stupid things - recently people have started more and more ' X is giving away a mythic to whoever can Y' or 'Spam Z for a chance to get LE!'.
On the one hand, people are free to shout what they want, but I think there should be a cooldown on shouts of like 1 minute so that you don't get conversations in shouts.

 

People pay money to have their message go out to the entire server not "most" of it

 

Seeing as this seems to be the main suggestion (of the two made within 4 minutes of eachother), I'll ask for a poll here.

I personally don't think making shouts censored or even ignorable would be a good idea, as shouts are bought items and people should be able to reach the entire server with the thing they bought with their own money. If shouts are used as casual conversation, it's usually more entertaining for everyone (compared to the usual 'join __' or 'look at __') and also good for the server, as it incentivizes people to buy more shouts.

I can, however, see that shouts being spammed can be annoying. The best (and probably only) way to actually make that better, is by putting a maybe 30-second waiting time in between being able to use shouts? Maybe 20 seconds? This still makes shout conversations possible, but it might make it less spammy. Any bigger 'nerf' on shouts and people would simply buy and use it less, which is less fun (for some) and also makes the server lose possible income. :/
