Improving The "random Resource Tier" System

Say you want to make a weapon out of only grade 3 resources, for example 3-star refined willow and 3-star refined gold ingots, in order to make the best weapon you can. The chance of you getting 3-star things just from gathering and refining is too low, such that once you have gathered enough unrefined resource, you can already start mining the next tier of resources, in this case I gathered so much willow and gold that I could mine sandstone and acacia well before I was able to obtain enough 3-star willow and 3-star gold, effectively powercreeping and making useless the 3-star weapon I was about to create

My suggestion for improving this system is the ability to refine 1 star woods and ingots into 2 star woods and ingots and so on at their respective refineries. For example, you would be able to refine 4 1-star birch wood into 1 2-star birch wood, and this could scale the higher the level of wood you're refining, for example 16 1-star pine wood into 1 2-star pine wood.
As this greatly reduces the randomness in grinding for better material, and takes away some of the frustration involved in the RNG of getting 3-star stuff, as well as giving a reason for mining as many logs and ores as you would be doing if you're trying to craft things similar to your combat level.
For the reasons stated above I think this would be a good quality of life change for players who are crafting and gathering as they play through the game.

i like the idea, of having a better way to bet 3 star items. maybe re-efining isn't the way, but perhaps you can get accessories that improve the refinement rates or maybe the rates need to be buffed in general
