As of now, the only use for Gems material is in Jeweling.
But when crafting Jeweling, the recipes are as of following ratio
    - Ring: 1 Part Gem : 1 Part Oil
    - Bracelet: 1 Part Gem : 2 Parts Oil
    - Necklace: 1 Part Gem : 3 Parts Oil

As we can see, Gems are underused when comes to crafting, while Oils being used in 3 other professions (Jeweling, Scribing and Alchemism)

If we take a look at Fish Meat material, it is only used in Cooking, but is used in larger proportion to Grains.
    - Food: 2 Parts Meat : 1 Part Grain.
At least in Cooking, Meat gets used up in greater amount, even though there is only 1 Crafting Profession that uses Meat.

    My suggestion is as follows:
Change the Jeweling recipes to as follow.
    - Ring: 1 Part Oil : 1 Part Gem
    - Bracelet: 1 Part Oil : 2 Parts Gem
    - Necklace: 1 Part Oil : 3 Parts Gem

The other professions use more ores than fish, if you want to craft one level 1 item for every profession except jeweling, you will end up with 4 fish required (2 for cooking, 1 for scribing, 1 for alchemy), but 4,5 ores (1,5 for each of weaponsmithing, armoring and tailoring in average). So gameplay-wise it makes sense to have jeweling cost more oil than gems, although it would probably be more logical to have it the other way around.

Didn't really think about how much mining is used until Robbee brought it up. A fix may be to make either Armoring, Tailoring, use gems? But that's not super logical either I guess. Because of how much mining is used though, I think it is better the way it is for now

It would also make sense because as the accessories go from ring, bracelet to necklace, the actual amount of precious stones on the jewelry increases.
