Not quite sure, probably to make it worth it at low levels (dealing less then 10 damage) or class builds that rely on spell damage, its like a base damage.
if you asking about why we chose that number, Im not sure

although my figures might be outdated since im lifting them from the help page of the wynncraft website

Its a turret, so it hits more than once, and lasts some time, if you have any ideas to replace it tell us. It has to be related to a mechanic/engineer though.

Well I'm currently working on the damage and discussing with @Azift to make it better
I've fixed some of them but, I don't know if its completely good
