Kale somehow asked their friends out for hunting in Gellibord, but none of her friends showed up after waiting for 3 hours, so the player was asked to call Kale's friends out, since they are punctual persons and they never be late. (i am too lazy to write out the coords)

    The headless hunt part II
    Difficulty: Hard
    Status: Not started (ofc)
    Level min: 68
Go near gelibord Bank to talk with Kale.
[1/5] Kale: Come on, it has been 3 hours! Why haven't they came?
[2/5] Kale: Hey you! How long have you starred at me? Do you even know it is impolite?
[3/5] Kale: Wait, maybe you can help me a little bit.
[4/5] Kale: My friends are very late today, so can you help me to find my friends?
[5/5] Kale: One of their house is near a sick guy called Burtur, hurry up!
    [Quest Book Updated]

    2nd phase
Go to the house near Burtur.
[1/3] Penna's Mum: My daughter? She said she was going to hunt with Kale!
[2/3] Penna's Mum: What, Kale haven't seen her? Then I don't know where has she been.
[3/3] Penna's Mum: I am sorry, I don't get any information to help, now get back to Kale and tell her that my daughter, Penna went out.
    [Quest Book Updated]

    3rd phase
    Go back to Kale.
[1/4] Kale: What? Penna isn't at home either? Guess I am going back home then.
[2/4] Kale: What are we going to hunt? Well, it can be a cakewalk to you, Wynn warrior!
[3/4] Kale: We once grabbed a book from an altar-like structure near this place.
[4/4] Kale: If you are interested, go there and take a look.
    [Quest Book Updated]

    4th phase
Find the altar-like structure near Gelibord. Right-click the bookshelf to proceed
    Referick's Diary
Dullahan got his own mansion. He is going to steal every soul in this forest.
He came back, stronger than before, and some warriors challenged him for a fight.
They got beaten up, had their soul stolen to be Dullahan's servant.
I really hope that the next one wouldn't be me. Also hoping that someone is going to beat him.
I will equip myself well, and become a warrior like these wynn folks does.

The date of this diary seems botched. It looks like a date which is 40 years ago.
    [Quest book Updated]

    5th phase
Go to Dullahan's mansion. "Note: You have to finish the quest 'The headless hunt part I' to enter the mansion."
    [Quest Book Updated]

    6th phase
Go through the mansion. (There are decent Level 68 hostile mobs, like the ones near Gelibord)
*The dialogue comes as you go further in the mansion*
[1/10] Dullahan: Another person came here to die.
[2/10] Dullahan: Just a few hours ago I trapped three hunters here, and they shouted loudly, knowing that no one is here to save them.
[3/10] Dullahan: They proved themselves useless, and I am here to make their soul useful.
[4/10] Dullahan: I recreated their soul, and dressed them like a servant, and put their soul back.
[5/10] Dullahan: So are you still coming at me? I have tons of servants, which can overwhelm you.
[6/10] Dullahan: Whoopsie. My servants closed the door back. That means you can't turn back.
[7/10] Dullahan: You have two options right now. One is obey me, worship me and call me a god.
[8/10] Dullahan: The second one is keep coming at me and try to defeat me. But you can't defeat me, that's the reality.
[9/10] Dullahan: Stop here, and think of what you have done to your life. You wasted a whole good, meaningful life, just to see me.
[10/10] Dullahan: So, mortal, prepared to die, and being claimed as a servant!
    [Quest Book Updated]

    7th phase
    Defeat Dullahan.

    Dullahan [Lv. 75]
    Health: 50000
    How to attack: melee
Skills: Slowness II, Weakness, heal, meteor
Damage: 1000-1500 neutral damage, 100-200 all element damage
Defense: No weakness, 500 earth, water and air defense
Constant drop: Dullahan's soul (a pile of sugar)

    [1/3] Guard Soul: ....
[2/3] Guard Soul: Eek! What is that! And what thing am I wearing!
[3/3] Guard Soul: I guess I should go home. And what had I done here?
    [Quest Book Updated]

    8th phase
    Leave the Dullahan Boss room.
Where is this place? There are human figures everywhere....

    9th phase
    Walk though the corridor.
*The dialogue comes as you go further in the mansion*
    [1/5] Penna: Kale......
    [2/5] Crystal: Kale!
[3/5] Oonye: He isn't Kale. By the way, why are we dressed like this? We are hunting!
[4/5] Penna: I remember something happened. We had been trapped by some ghostly thing, and become a servant.... right?
[5/5] Oonye: Did he helped us dealing with that thing? Oh man, he is such a powerful person!
    [Quest Book Updated]

    10th phase
Talk to Penna, Crystal and Oonye in front of the other way out.
[1/9] Crystal: Thanks for fending off that thing, random person!
[2/9] Oonye: You also read Referick's Diary then came here? We actually wanted a real hunt, and show everyone that we wouldn't die on that Dullahan thing.
[3/9] Penna: We knew that reading others' diary is rude, but that is because of our curiosity.
[4/9] Oonye: Penna is right. We went to Llevigar Library, and there was a lot of books, featuring suspicious places like this mansion.
[5/9] Crystal: There were different stories about this mansion, and it was hard to deduce which story is true.
[6/9] Penna: However, now we know the whole story, that Dullahan revived during the decay, and he was controlling the souls.
[7/9] Oonye: Wait, are you telling me that you know the story from the words of Referick? You met him?
[8/9] Crystal: In that case, can you return the diary to him?
[9/9] Penna: No, Crystal. We were the one who read it and are responsible to return it. Also, random person, can you tell Kale not to come because she was an hour late? Thanks a lot!
    [Quest Book Updated]

    11th phase
Tell Kale that her friends are fine from the hunt.
[1/7] Kale: Oh, you are the guy from before.
[2/7] Kale: What? I was an hour late? Come on, I have to improve my memory!
[3/7] Kale: Wait, what is the white dust you are holding?
    [4/7] Kale: Uhmmmm....
[5/7] Kale: Dullahan is one of the most powerful thing existed in Gavel, that is for sure.
[6/7] Kale: Good thing that I was late though, or you aren't going to save us and free the fellow souls.
[7/7] Kale: Anyway, I am pleased to hear that Penna, Oonye and Crystal were fine. So, here are something for your trouble, and keep that dust, that can be a symbol for your adventure.

I'm pretty sure they've got a Dullahan dungeon planned, but I'll give my critisism anyways:
This quest just seems really fetchy without any special elements, it's just a typical quest suggestion: Talk to person, talk to another person, kill person, go back. I think the Dullahan lore has a lot more potential that a boring boss fight. I think the lore would be a lot better with a big quest or dungeon in which Dullahan explains who he is and what he wants.

I'm going to copy @OGK now and give you a grade: 40%
This doens't make your suggestion any better just so you know, if you want to make a good thread you'll have to put time into it. Some people put hours into doing research, writing properly and looking for grammar mistakes.

Uhm, that's why I make Dullahan hard. Also, you won't be given any coords except Kale (near gelibord bank, 2 lazy to write coords).
Third thing is, it is a level 68 quest, meaning it shouldn't be too long (I saw the wiki from Lazarus pit, this quest resembles the quest but, way harder boss)
    ________________________________
Also since this is a hard quest, this won't be a cakewalk that can be went through by a horse, there can be some parkour, puzzles etc (make it like a little lost Avos city)

    -the boss is super bland
-no lore other than "grr evil guy go kill him pls"
-the ring doesnt make any sense
-this is basically old eye of the storm
4/10, good idea but poorly executed

Yes, I also think that the boss is bland, but how can I make him less blander
cuz why not kill him? Dullahan will show up after some updates (3-4 years), and thats for everyone to kill. Also I believe that even some late level 80-90s boss are like this (Lets say, Krolton)
    You mean the name right
Yes..... The hard thing about making a level 65-70 quest is, you can't make it too hard, when you can't also make it too easy....
Oh wait, 4/10 is actually pretty high for me. thanks

Add interesting concepts to the fight, like the walls you can make in decrepit sewers or the falling floor in sand swept tomb.
Yes but those bosses have an interesting aspect or some buildup, I'm going to use the same example as you, Koltron from beyond the grave.
The boss fight has a lot of buildup and isn't the main point of the quest, it's death's mansion, the boss fight also has an interesting aspect.
