Tbh that's just what I heard, but even then, that message is part of the already existing minecraft system, you'd have to make mods for new UI.

well idk the extra UI that you have at your inventory slots tells me otherwise but that's just my inexperience talking.

 

Those are just edits of currently existing UI.
That's just saying those slots can only accept certain items, and applying the item info into your stats.
It's sorta like how the weapons work, but you don't have to be holding it.
Adding a completely new UI with a different design would take actual modding, because without the mods it wouldn't apply because all base UI is handled through MC itself.
What Wynn does is link item commands into double chest GUIs with more item linked commands.
