    You've never gotten more than 1 emerald for completing this quest as far as I know. It was like this before Gavel was out, even. I believe that's part of the theme, that the quest NPC is a pirate. Or I'm just reading too far into this and you didn't get the 1 emerald you were supposed to get. In which case, that is a bug.
