Just throwing an idea out there that I had. Let me know if you like it or think it has promise.

Got this idea from Champions: Return to Arms (an old action RPG for the PS2), where the most powerful items were actually normal-tier weapons/armour at the max level, which were very hard to get.

Basically, there would be an extremely low chance that a normal item (from a chest or enemy) would be an epic-tier normal, where it would have greatly increased damage for its level and attack-speed tier. The damage on these would likely be between that of a legendary and mythic, but would not have any other attributes, other than maybe 1 or 2 powder slots.

Epic-tier normal armour pieces would have greatly increased health and/or defence, but no other attributes other than maybe 1 or 2 powder slots.

And why this instead of just adding an Epic tier that's in between Legends and mythics?

This could've worked pre-gavel when we had real Endgame armours, but right now, creating an Endgame tier is rather unnecessary.

Currently, your Endgame depends on your build and playstyle. That's a good thing that we don't want to ruin; it creates diversity and allows for shifting balance in the power scheme.

Well I was only referencing the fact that in the other game it was end-game. Here it would affect any-level normals, from lv 1 to 100

That would take WAYYYY to long. Imagine all the items and stats that have to be designed, with this you could just get the normal items and change them a bit...

There's no real difference in adding a totally new tier and adding a totally new tier that's disguised as normal items. It would also completely mindfuck lots of people when they find out this random Normal item is better than their legendary.
