    Why is are there villagers in eltom? Isnt it supposed to be a 100% human city?

    Item buyers, identifiers, etc can only be villagers with the current system. Only quest NPCs and merchants can be humans.

    Merchants, as in, ones that actually sell you items, can be reskinned.

    Any other service provider however, such as buyers or identifiers, cannot be. Thus, they keep their default villager appearance. It was decided that breaking the story a bit was less important than having Eltom be a fully functional town.
