Guilds Party Xp Share

Lately I've seen that parties haven't been giving me shared xp, and I'm wondering if that's a feature that's meant to be, or if its a glitch.
If it isn't a glitch, I would recommend having a form of xp share based on player level, so if a high level in a party gets 100 xp from a mob, a lower level would get an amount appropriate to their level, like 10.

I know it doesn't exactly fit with the guild category, but its close.

 

You just gotta attack the mobs too

 

You have to participate with killing the mobs.
The latest patch update (14.2? I believe) made it that way. (Read the article in the News section.)
You can't be AFK in a party now and still earn EXP, so that isn't considered a glitch now.
